This analysis covers the AMM manifesto only. Ukweli assesses every party’s manifesto on the same terms. Other parties’ manifestos will be added as they are obtained.
Manifesto documents are sourced directly from party publications; Ukweli does not editorially select which parties to include or exclude.
Section I of the AMM’s manifesto lists 21 “features” of a Mayibuye councillor, such as being honest, caring and loving. These describe the kind of person a councillor is, not something the party will do, so Ukweli does not count them as promises, on the same terms it applies to every party. Summary of findings
Ukweli read the AMM’s 2026 local government manifesto and identified 454 separate promises. 310 have been assessed against the Constitution. Ukweli could not assess the other 144; the reasons are set out below.
Of the 310 assessed promises:
- 50 are about services a municipality is responsible for delivering.
- 130 are about how the council runs itself: its money, staff, decisions and how it answers to residents.
- 0 are shared with other spheres of government.
- 19 are led by another sphere of government, with a defined role for the council.
- 74 are outside municipal powers. These are not a council's own responsibility; delivery rests with another sphere of government. See these promises ↓
- 37 are commitments about the party's own conduct, not the council's.
Ukweli gives no overall score or grade to a manifesto. Each promise is assessed on its own, and the detail follows below.
The detail
Why only 310 of 454 promises are assessed
Ukweli reads every promise three separate times using an AI model, and checks each answer against the text of the Constitution. A verdict is published when all three readings agree and every check passes (a few are marked “Editor’s ruling”: there the editor decided after checking the Schedules). Where that did not happen, Ukweli publishes no verdict rather than a wrong one. These are the reasons the other 144 were not assessed. Click a reason to read more:
